Welcome to the Marijuana Handlers™ Arizona Responsible Vendor Training Program.

This course is designed to provide licensed cannabis employees and managers with a practical, plain-language understanding of Arizona adult-use cannabis laws, regulatory requirements, and responsible sales practices.

This training is grounded in:

• Arizona Revised Statutes (A.R.S.) Title 36 – Public Health & Safety
• The Smart and Safe Arizona Act (Proposition 207)
• Arizona Administrative Code (A.A.C.) Title 9, Chapter 17 – Marijuana Program Rules
• Oversight and enforcement by the Arizona Department of Health Services (ADHS)

Course Objectives

By the end of this course, participants will be able to:

• Understand Arizona’s adult-use legal framework under Proposition 207
• Identify the authority and enforcement role of the Arizona Department of Health Services (ADHS)
• Recognize employee duties, licensing expectations, and professional conduct requirements
• Apply responsible sales practices, public health safeguards, and refusal-of-sale standards
• Verify valid identification and prevent unlawful sales to persons under 21
• Prevent diversion and identify “straw purchase” indicators
• Follow Arizona purchase, possession, and home cultivation limits (as applicable)
• Understand packaging, labeling, and transportation requirements under Arizona rules
• Prepare for inspections and regulatory interactions using compliant workplace practices

• Owner licensees and key staff
• Inventory, compliance, and receiving staff
• Any personnel working in or around regulated cannabis operations in Arizona

Any person working in or around regulated cannabis establishments in Arizona must understand state compliance obligations and employer policies.

Course Structure

This training is divided into four core modules:

Module 4 – Security, Records, Inventory & Inspections

Each module includes a knowledge assessment quiz. A comprehensive final exam must be completed at the end of the course.
