Course Overview

This course is designed to support licensed medical cannabis dispensaries and production centers in Hawaii in meeting their responsibility to train employees on applicable state law, safety standards, and operational compliance requirements.

Hawaii operates a regulated medical cannabis dispensary program overseen by the
Hawaii Department of Health (DOH). Marijuana remains illegal outside the state’s authorized medical framework.

Hawaii’s medical cannabis program is governed by:

• Hawaii Revised Statutes (HRS) Chapter 329D – Medical Cannabis Dispensary Program
• Hawaii Administrative Rules (HAR) Chapter 11-850 – Dispensary and Production Center Regulations
• Applicable public health directives and DOH-issued guidance

Employees working in licensed facilities operate in a regulated public health environment and are expected to understand and follow statutory requirements, administrative rules, and internal standard operating procedures.

Participants receive instruction on:

• Employee responsibilities under Hawaii medical cannabis law
• State licensing structure and regulatory authority of the DOH
• Patient registry verification and lawful dispensing requirements
• Security controls, restricted access areas, and inventory accountability
• Seed-to-sale tracking and recordkeeping standards
• Product handling, sanitation, quality control, and applicable GMP standards
• Packaging, labeling, advertising, and prohibited representations
• Diversion prevention and inspection readiness
• Administrative enforcement exposure and compliance accountability

This course is intended for: dispensary employees, managers, production center staff, compliance personnel, and other licensed cannabis establishment employees participating in employer-led compliance training.

Successful completion of this course — including all required quizzes and the final examination — provides documentation of training completion for employer compliance records and internal regulatory preparedness.
