Welcome to the Marijuana Handlers™ Arkansas Responsible Vendor Training Program.

This course is designed to provide licensed medical marijuana dispensary employees and managers with a practical, plain-language understanding of Arkansas medical marijuana laws, regulatory requirements, and responsible dispensing practices.

This training is grounded in:

• Arkansas Constitution Amendment 98 – The Arkansas Medical Marijuana Amendment of 2016
• Oversight and licensing by the Arkansas Medical Marijuana Commission (MMC)
• Regulatory enforcement and compliance administration by the Arkansas Alcoholic Beverage Control Division (ABC) – Medical Marijuana Section
• Applicable provisions of Arkansas Code Title 20 relating to medical marijuana regulation

Course Objectives

By the end of this course, participants will be able to:

• Understand Arkansas’s medical marijuana legal framework under Amendment 98
• Identify the authority and enforcement roles of the Medical Marijuana Commission (MMC) and the ABC Medical Marijuana Section
• Recognize employee duties, dispensary licensing requirements, and professional conduct standards
• Apply responsible dispensing practices consistent with patient protections and public health safeguards
• Verify valid patient registry identification cards and prevent unlawful dispensing
• Prevent diversion and identify prohibited conduct within a medical-only program
• Follow Arkansas possession, purchase, and registry-based quantity limits
• Understand packaging, labeling, and product handling requirements under Arkansas rules
• Prepare for inspections and regulatory interactions using compliant workplace practices

Module 4 – Security, Inventory Control, Packaging & Regulatory Inspections

Each module includes a knowledge assessment quiz. A comprehensive final exam must be completed at the end of the course.
