Responsible Vendor Training (RVT)
Course Requirements
While Maine does not certify RVT providers, Title 28-B requires all adult-use cannabis licensees to ensure their employees are trained on applicable laws and OCP rules. This course provides the framework for licensees to satisfy those obligations.
Employees who should complete this training include those who:
- Sell, cultivate, manufacture, test, or transport cannabis or cannabis products.
- Check IDs or interact with customers/visitors.
- Handle cannabis inventory, reporting, or compliance functions.

What You’ll Learn
By the end of this course, students will:
- Understand Maine’s Cannabis Legalization Act (Title 28-B) and OCP rules (18-691 CMR Chs. 1, 5, 40).
- Gain knowledge of inventory controls, METRC basics, testing rules, and sample collection.
- Recognize packaging/labeling requirements, ID verification, and intoxication refusal procedures.
- Learn key compliance obligations for security, transport, waste disposal, and recalls.
Target Audience
This training is designed for:
- Employees and agents of cannabis establishments (retail, cultivation, manufacturing, testing, transport).
- Managers and supervisors responsible for compliance.
- Employers seeking to document compliance with Maine’s employee training requirement.
By Completion
- Employees will know their obligations under Maine law and OCP rules.
- Employers will have training logs, certificates, and attendance records for OCP inspections.
- Licensees can demonstrate proactive compliance, reducing the risk of enforcement actions.
